UHP served as the coordinating agency for the MPO’s Complete Streets Initiative, providing technical assistance, building capacity, implementing public involvement and outreach, conducting walking audits, developing a Complete Streets Advisory Committee, creating a regional Safe Street Summit (now in its 10th year), developing the Broward Complete Streets Guidelines and working to ensure the adoption of the guidelines by municipalities across Broward County. Because of this work and Broward’s commitment to building safer streets for all, the Broward Metropolitan Planning Organization (MPO) has invested more than 350 million dollars into Complete Streets projects.

 

Creating a Transportation System for All Users

The Broward Complete Streets Initiative sought to identify the most effective ways to create a transportation system that addresses the needs of all users of the road, including the needs of people who walk, bike, and utilize transit. The program sought to provide the necessary tools to local governments to implement Complete Streets in their respective communities, and serve as a platform to move active transportation projects forward.

The Initiative included development of the Broward MPO Complete Streets Master Plan, which will guide future investment in Complete Streets improvements by developing a prioritized list of projects based on technical, data-driven analysis, including access to transit. Projects identified are based on Complete Streets principles that create safe streets at a human scale.

A Multi-Year, Multi-Agency Effort

UHP’s work supporting Complete Streets work in Broward began in 2012, when UHP served as the lead coordinating agency for the MPO’s Complete Streets Initiative, providing technical assistance, building capacity, developing and implementing public involvement and outreach plans, conducting walking audits, developing a Complete Streets Advisory Committee, creating a regional Safe Street Summit (now in its ninth year), developing the Broward Complete Streets Guidelines and working to ensure the adoption of the guidelines by municipalities across Broward County. Because of this work and Broward’s commitment to building safer streets for all, the Broward Metropolitan Planning Organization (MPO) has invested more than 350 million dollars into Complete Streets projects.

In the most recent contract implementing the Broward Complete Streets initiative (2016-2019) UHP led: design and implementation of community walking audits; a series of public workshops including annual “Let’s Go Biking!” events, the pilot and evaluation of the “Complete Streets Toolkit;” review of ADA plans for three municipalities in Broward; coordination and implementation of the annual Safe Streets Summit, and the public engagement process for the 2019 Broward Complete Streets Master Plan.

In support of the 2019 Broward Complete Streets Master Plan, UHP facilitated and analyzed input from 1,338 residents from 29 municipalities, and coordinated 48 community partners organizations. Strategies employed to gather community feedback included the hiring of community liaisons, interactive public workshops, social media campaigns, and hosting a series of community biking and walking events. The goal of the Broward Complete Streets Master Plan was to guide the Broward Metropolitan Planning Organization’s (MPO) investment in Complete Streets by developing a prioritized list of projects in support of their efforts to provide safe, comfortable, and convenient choices for travel by all users. The Plan was based on data-driven technical analysis, applied criteria, and local government partner input. The MPO shared that “most importantly, the Plan incorporated community feedback through a very successful public outreach campaign.”

  Participants in the Safe Streets Summit

The project was successful in advancing key Policy Systems & Environmental Changes (PSEs) that had a positive impact on health equity in the community:

  • UHP led the inclusionary public involvement process for the Broward Complete Streets Master Plan, including input from 1,338 residents from 29 municipalities, and coordinating 48 community partners organizations.
  • UHP lead a series of community workshops and events including Complete Streets workshops, innovative bikeway design workshops, community walking audits, and the annual “Let’s Go Biking” tour.
  • UHP was the lead coordinating agency for the Safe Streets Summits hosted annually during this contract. The Summit brings together more than 400 transportation professionals, governing agencies and community organizations from across South Florida to discuss greenways and multimodal mobility solutions helping to improve the safety and accessibility of our streets.

The Master Plan as well as coordinating work leading up to the Plan has led to an investment by the Broward Metropolitan Planning Organization (MPO) of more than 350 million dollars into Complete Streets projects including greenways, trails, bike lanes, sidewalks and road diets.
